The School is managed by the St. Paul’s College Council which is a body incorporated by special ordinance. The mission of the School as stated in the ordinance is: the offering to Hong Kong youths of a modern, liberal education founded upon Christian principles, Protestant and Evangelical, as professed by the Sheng Kung Hui.

本校校董會乃根據香港法例所包含之專有法團條例組成。條例闡明本校創校使命是秉承聖公會傳揚福音之精神，以基督教真理為基礎，為本港學生提供現代化的通才教育。

The goals of education pursued in accordance with its mission are to:

Cultivate a healthy attitude to life, a sound character and a liberal world view and to expose students to the Christian message; 培養學生積極的人生觀、高尚的品德，以及廣闊的世界視野，並讓他們認識基督福音；

Enable students to develop their intellectual potential fully, to think and study independently and to communicate effectively in English and Chinese; 促進學生潛能的全面發展和懂得獨立思考，並且善於運用語言(英語及母語)表達，樂於與人溝通；

Develop students' physical skills and abilities and to encourage enjoyment in sports; 推動學生積極參與各項體育運動，鍛鍊體魄，磨練意志。

Promote respect for the views and opinions of others, harmonious relationships in the family and the community; and participation in group and community affairs; 教導學生尊重他人的立場和意見，讓他們在家庭或社會中能與人和諧相處，並積極投入群體及社區生活；

Encourage the appreciation of arts and the development of artistic talents and skills; and 培養學生欣賞藝術的興趣，並促進藝術創作的才能和技巧；與及
